Does NetCDF manipulation software exist

I am trying to view the .nc files produced in the wpsprd directory (the met .nc files). I know of software that allows you to view these files, but does such third party software exist that will let you graphically manipulate the data , and save this manipulated data into a new netcdf value. I suspect the answer is in python coding, but was hoping for a graphical interface in 3rd party software
