I don't know but I would first try enclosing command into quotes or double quotes.

Also, pay attention to spaces, command like you wrote cannot work neither way!

So, try first something like this:

"/usr/bin/chromium-browser http://www.mysite.com/file.php?file=newfile"
If still doesn't work, then redirect output to file and then see if there is anything useful in that log file:

/usr/bin/chromium-browser http://www.mysite.com/file.php?file=newfile > /home/user/logfile.txt
